Is My Blue Cross Medicare Advantage Plan Ending in New Mexico for 2027?
Probably, if the card in your wallet says Select, Choice Premier, Dental Premier, Health Choice, Classic, Balance, Optimum or Access. Blue Cross and Blue Shield of New Mexico is not leaving the state — but it is going from nine Medicare Advantage plans in 31 counties to one plan in four. Here is how to read your letter, what is left in your county, and the dates.
The bottom line
- 8 of the 9 Blue Cross Medicare Advantage plans sold to the general public in New Mexico in 2026 have no listing anywhere in CMS's 2027 landscape file. Together they had 25,309 members in September 2026 in the counties where CMS reports a count.
- One plan continues: Blue Cross Medicare Advantage Basic, in Bernalillo, Sandoval, Torrance and Valencia counties only. Two Blue Cross Dual Care plans for people with Medicare and Medicaid are listed in all 33 counties, and HealthSpring Preferred — the same parent company under a different name — continues in five counties.
- Your letter decides what kind of year this is. A non-renewal notice means the plan ends December 31, 2026 and you must choose. An Annual Notice of Change showing a new plan name means you are being moved and may stay or shop.
- Blue Cross says it will no longer offer its MedicareRx stand-alone drug plans for 2027; those members are being moved automatically to a HealthSpring Part D plan. Blue Cross Medicare Supplement policies are a separate product.
- Choose 2027 coverage during October 15, 2026 – December 7, 2026. If your plan is ending, the Medigap guaranteed-issue window runs November 1, 2026 – March 4, 2027; a backstop Special Enrollment Period runs to February 28, 2027.
- In 26 counties no Blue Cross-branded general plan remains. Otero drops to 2 plans from 1 organization; San Juan, Chaves and McKinley to 2 organizations. Where the shelf is thin, Original Medicare plus Medigap belongs in the comparison from the start.
Probably, yes. Blue Cross and Blue Shield of New Mexico — a division of Health Care Service Corporation, or HCSC — sold 9 Medicare Advantage plans to the general public in New Mexico in 2026, across 31 of the state's 33 counties. CMS's 2027 landscape file, the official list of every plan sold in every county next year, contains 8 of them nowhere: not in New Mexico, not renamed, not in any other state. Only Blue Cross Medicare Advantage Basic continues, and only in 4 counties. As of September 2026 the eight plans with no 2027 listing covered 25,309 New Mexicans in the counties where CMS publishes a count — the largest group, 16,254, in the Select HMO alone. The plan is being discontinued; your Medicare is not. You keep Parts A and B, you choose new coverage between October 15, 2026 and December 7, 2026, and if your letter is a non-renewal notice you have a right to buy a Medigap policy without health questions.

What is happening to Blue Cross Medicare Advantage in New Mexico?
A year ago Blue Cross and Blue Shield of New Mexico announced Medicare Advantage plans "in 31 of New Mexico's 33 counties" for 2026, with a statewide network of about 4,200 primary care providers, 12,000 specialists and 300 hospitals and facilities (BCBSNM news release, October 1, 2025). For 2027 the company has made no comparable announcement — as of October 4, 2026 its newsroom has no Medicare release for the coming year, and its Medicare shopping page says only that "Effective January 1, 2027, BCBSNM will no longer offer Blue Cross MedicareRx (PDP) Prescription Drug Plans" (bcbsnm.com). So we did what we did for Presbyterian and CHRISTUS: we compared CMS's 2026 and 2027 landscape files, plan number by plan number.
The result is a different shape from those two exits. Presbyterian and CHRISTUS left the general Medicare Advantage market in New Mexico outright. Blue Cross is consolidating: eight plan numbers disappear, one survives in the four counties around Albuquerque, the two Dual Care plans for people with Medicare and Medicaid are re-issued under new numbers in every county, and HCSC's other brand, HealthSpring, keeps one plan in five central counties. For the member, though, the distinction is academic. If your plan number is one of the eight, your coverage ends December 31, 2026 and you have the same decision to make as a Presbyterian member — and in 26 of the 31 counties, no Blue Cross-branded general plan exists to move to.

Sources: CMS CY2026 landscape file (all nine plans include drug coverage; 2026 overall Star Ratings 3.0 for the H1666 and H8634 contracts, 2.5 for H3251, 3.5 for H3822) compared with the CY2027 file; membership from CMS CPSC enrollment, September 2026, counties with fewer than 11 members suppressed by CMS. Employer-group plans are not in the landscape file and are not covered here.
What continues, from the same file:
- Blue Cross Medicare Advantage Basic (H3822-002) is listed for 2027 in Bernalillo, Sandoval, Torrance and Valencia — the same four counties as in 2026 — now as an HMO-POS with a $0 premium and a $7,150 in-network out-of-pocket maximum, against $20 and $4,200 in 2026. It had 493 members in September.
- Blue Cross Medicare Advantage Dual Care Plus and Dual Care (H3822-017 and H3822-018), both HMO-POS Dual Eligible Special Needs Plans, are listed in all 33 counties. The 2026 Dual Care plans carried different numbers. CMS's 2027 plan crosswalk moves members of the HMO plan (H3251-029) into these two plans automatically, but lists the PPO plan, Dual Care Plus Preferred (H8634-009), as ending with no linked plan, so its members need to choose. Details in Is my Medicare and Medicaid plan changing for 2027? Our D-SNP guide explains who qualifies.
- HealthSpring Preferred (H0672-005), an HCSC plan that is not Blue Cross-branded, continues in Bernalillo, Sandoval, Santa Fe, Torrance and Valencia at a $0 premium, dropping Rio Arriba, San Miguel and Taos. It is a separate plan with its own network; being an HCSC product does not make it a Blue Cross plan.
Two carrier-neutral cautions. A plan number that vanishes from the file is usually a termination, but a carrier may also fold a plan into another of its own plans, and a plan may be renamed under the same number — the Basic plan changing from HMO to HMO-POS is an example of the latter. And 2027 Star Ratings are blank in the file until CMS publishes them in October, so nothing here speaks to quality. The file tells you what exists; your letter tells you what happens to you.
Is my plan ending, or am I being moved? Read the letter
Federal rules require a plan that will not be offered next year to send each member a written non-renewal notice at least 90 days before the plan ends — for a December 31 end date, a letter dated on or before October 2 — that explains the options, including the right to buy a Medigap policy (42 CFR § 422.506; Medicare.gov). A plan that continues, in whatever form, sends an Annual Notice of Change by September 30 instead. So the sorting question is simply which letter you hold:
| The letter says… | What it means | What you must do |
|---|---|---|
| Your plan will not be offered in 2027 (a non-renewal notice, dated on or about October 2) | Your plan ends December 31, 2026. On January 1 you return to Original Medicare with no drug coverage unless you choose something. | Choose 2027 coverage by December 7, 2026. You have the Medigap guaranteed-issue right and the backstop Special Enrollment Period to February 28, 2027. |
| Here is what changes in your plan for 2027, and the 2027 plan has a different name (an Annual Notice of Change) | The company is moving you to another of its plans. Coverage continues without a gap unless you act. | Nothing is required, but compare the new plan's network, drug list and out-of-pocket maximum against the alternatives before December 7. There is no Medigap guaranteed-issue right in this case. |
| Here is what changes in your plan for 2027, same plan name (an Annual Notice of Change) | Your plan continues with new terms. | Read the changes — premium, cap, drug tiers, network — and decide whether it still fits. The ANOC checklist walks through it. |
If you have received nothing by mid-October, call the Member Services number on your 2026 card and ask which letter applies to you — do not guess from a mailer. The non-renewal letter decoded covers what the notice must contain; it applies to any carrier.
What is left in my county for 2027?
Counting general Medicare Advantage drug plans — excluding Special Needs Plans for people with Medicaid or a chronic condition — here is the shelf in the nine counties with the most Blue Cross members in ending plans, before and after:
| County | Blue Cross members in ending plans | 2026 plans / orgs | 2027 plans / orgs | Who remains for 2027 |
|---|---|---|---|---|
| Bernalillo (Albuquerque) | 9,725 | 29 / 11 | 19 / 5 | Blue Cross (Basic only), Devoted Health, HealthSpring, Humana, UnitedHealthcare |
| Sandoval (Rio Rancho) | 2,722 | 29 / 11 | 19 / 5 | Blue Cross (Basic only), Devoted Health, HealthSpring, Humana, UnitedHealthcare |
| Santa Fe | 2,413 | 26 / 9 | 18 / 4 | Devoted Health, HealthSpring, Humana, UnitedHealthcare |
| Doña Ana (Las Cruces) | 1,512 | 16 / 6 | 9 / 3 | Devoted Health, Humana, UnitedHealthcare |
| San Juan (Farmington) | 1,157 | 8 / 4 | 5 / 2 | Humana, UnitedHealthcare |
| Chaves (Roswell) | 1,082 | 11 / 4 | 5 / 2 | Humana, UnitedHealthcare |
| Valencia | 937 | 20 / 7 | 16 / 4 | Blue Cross (Basic only), HealthSpring, Humana, UnitedHealthcare |
| McKinley (Gallup) | 904 | 4 / 3 | 3 / 2 | Humana, UnitedHealthcare |
| Otero (Alamogordo) | 865 | 6 / 4 | 2 / 1 | UnitedHealthcare |
Sources: CMS CY2026 and CY2027 landscape files, MA-PD rows with the SNP indicator set to No; members from CMS CPSC enrollment, September 2026. Carrier names are the organization marketing names in the file; listing them is factual reporting, not a recommendation.
Three readings. In Bernalillo and Sandoval, where nearly half of the affected members live, 19 general plans from 5 organizations remain and the work is comparison — the same comparison 30,000 Presbyterian members are doing in the same ZIP codes, which is why our Albuquerque options post and what's available in Albuquerque for 2027 apply to a Blue Cross member word for word. In Doña Ana, San Juan, Chaves and McKinley, Blue Cross was one of only a few carriers, and its exit takes the county to two or three organizations. In Otero, the shelf for 2027 is two plans from a single organization, and a Medigap policy plus a stand-alone drug plan deserves equal billing from the first conversation. Statewide, general Advantage drug-plan offerings fell from 404 plan-county listings in 2026 to 262 for 2027, and CMS's fact sheet counts 61 Medicare Advantage plans in New Mexico against 73 this year (CMS). The Blue Cross consolidation is the largest single reason by plan count.
What about my Blue Cross drug plan or Medigap policy?
Stand-alone drug plans. This one is a move, not an ending. Blue Cross says it "will no longer offer Blue Cross MedicareRx (PDP) Prescription Drug Plans" from January 1, 2027, and its member FAQ says you "will be automatically enrolled in a HealthSpring Part D plan for 2027," keep the same member ID, and receive a HealthSpring ID card in November 2026; questions about the 2027 plan go to HealthSpring Customer Service at 1-800-222-6700 (TTY 711), and questions about 2026 coverage to the number on your current card (BCBSNM PDP FAQ). In CMS's file the two MedicareRx plan numbers simply carry HealthSpring names for 2027. The FAQ's own advice is the right one: "review your new plan carefully during the Annual Enrollment Period." New Mexico has 10 stand-alone drug plans for 2027, and whether to switch drug plans is a drugs-and-pharmacy comparison, not a brand question.
Medicare Supplement (Medigap). A Blue Cross Medigap policy is not a Medicare Advantage plan and is not part of any of this. Medicare.gov's rule for every standardized Medigap policy is that it is "automatically renewed every year, even if you have health problems," as long as you pay the premium (Medicare.gov). If your premium notice shows an increase, switching Medigap companies is a separate decision with its own New Mexico rules from 2027.
Your three doors if the plan is ending
- Another Medicare Advantage plan, chosen during October 15, 2026 – December 7, 2026 so it starts January 1, 2027 (Medicare.gov). Compare in this order: your doctors, your prescriptions, the in-network out-of-pocket maximum, then the premium. The Blue Cross PPO members in particular should check whether a replacement is an HMO, because the referral and network rules change. How we compare plans explains the order.
- Original Medicare plus a Medigap policy plus a stand-alone drug plan. A non-renewal opens a guaranteed-issue window: Medicare.gov says that when your plan leaves Medicare or stops serving your area you may buy Medigap Plan A, B, D, G, K or L with no health questions, applying as early as 60 days before and no later than 63 days after your coverage ends (Medicare.gov) — November 1, 2026 through March 4, 2027. Plans C and F only if you were Medicare-eligible before 2020. Medigap guaranteed-issue rights in New Mexico has the detail.
- Original Medicare plus a drug plan, no Medigap. No network and the lowest premium, but no annual cap on your 20% share. Price it before you accept it.
If you miss December 7, a discontinued plan gives you a Special Enrollment Period from December 8 through February 28, 2027 to join another Advantage plan (42 CFR § 422.62(b)(1)) — but a plan chosen in January starts February 1, leaving January in Original Medicare without drug coverage. The SEP and its gap explains why it is a safety net, not a plan. And if you do nothing at all, this is what happens.

The bigger picture: HCSC cuts its Medicare Advantage footprint by more than half
New Mexico is one piece of a company-wide retreat. Health Care Service Corporation, which runs the Blue Cross and Blue Shield plans in Illinois, Montana, New Mexico, Oklahoma and Texas and bought Cigna's Medicare business in 2025, will offer 200 Medicare Advantage plans for 2027, down from 283, cutting 48 PPOs and 35 HMOs while holding its Special Needs Plan count steady at 51; in its own Blue states the county footprint falls from 229 to 47 in Texas, 100 to 7 in Illinois and 58 to 6 in Oklahoma (Commission.health, October 3, 2026, summarizing Becker's Payer Issues' analysis of the CMS data). New Mexico's drop from 31 counties to 4 fits the pattern exactly: keep HMOs and D-SNPs near the company's strongest networks, shed the PPOs everywhere else.
It also sits inside a national year in which at least 11 insurers are leaving individual Medicare Advantage altogether — Presbyterian and CHRISTUS among them — and the largest carriers are exiting hundreds of counties (Word & Brown summary of Modern Healthcare's October 1, 2026 report). None of this is a judgment on Blue Cross, its doctors or its members. The federal rules that protect you — the letter, the enrollment window, the Special Enrollment Period and the Medigap right — are the same whether the plan leaving is a hospital system's or a national Blue.
How we handle a plan that is ending
Each autumn we review every client's coverage for the coming year, and a non-renewal letter moves that review to the front of the line. We start with your doctors, your prescriptions and the out-of-pocket maximum, because those decide the answer; the premium comes last. We compare the plans we are contracted to offer in your county — and we do not offer every plan available in your area, so for the complete list use Medicare.gov's Plan Compare, call 1-800-MEDICARE, or call SHIP. There is no charge for our help; carriers pay our fee. The annual coverage review and how we compare plans describe the process in full.

Questions Blue Cross members are asking
Is Blue Cross Blue Shield leaving Medicare Advantage in New Mexico?
Not entirely, but most of its plans are ending. Of the nine Blue Cross and Blue Shield of New Mexico Medicare Advantage plans sold to the general public in 2026, eight have no listing anywhere in CMS's 2027 landscape file: Select, Choice Premier, Dental Premier, Health Choice, Classic, Balance, Optimum and Access. One plan, Blue Cross Medicare Advantage Basic, continues for 2027 in Bernalillo, Sandoval, Torrance and Valencia counties, and two Blue Cross Dual Care plans for people with both Medicare and Medicaid are listed in all 33 counties. Blue Cross Medicare Supplement policies are a separate product and renew on their own terms.
Which Blue Cross Medicare Advantage plans are ending in 2027?
By plan number in the CMS files: Blue Cross Medicare Advantage Select (HMO, H3251-002), Choice Premier (PPO, H1666-012), Health Choice (PPO, H1666-014), Dental Premier (PPO, H1666-016), Balance (PPO, H1666-019), Optimum (PPO, H1666-020), Access (PPO, H1666-021) and Classic (PPO, H8634-010). None of them appears in any county in the 2027 file. Your plan number is printed on your ID card and on the letter the plan sent you in early October.
How do I know if my Blue Cross plan is ending or just changing?
Read the letter, not the file. If you received a non-renewal notice — a letter saying your plan will not be offered in 2027 and listing your options — your plan is ending on December 31, 2026 and you need to choose new coverage. If instead you received an Annual Notice of Change showing a different plan name for 2027, the company is moving you to another of its plans and you may stay or shop. CMS's file can show that a plan number disappears; only the plan's letter tells you which of the two happened to you.
What happens to my Blue Cross MedicareRx drug plan in 2027?
Blue Cross and Blue Shield of New Mexico says that effective January 1, 2027 it will no longer offer Blue Cross MedicareRx stand-alone drug plans, and that members are automatically enrolled in a HealthSpring Medicare Part D plan from the same parent company, keeping the same member ID and receiving a HealthSpring card in November 2026. You can keep that plan or compare it against New Mexico's other stand-alone drug plans during the October 15 to December 7 enrollment period.
Can I get a Medigap plan without health questions if my Blue Cross Medicare Advantage plan ends?
Generally, yes. When a Medicare Advantage plan leaves Medicare or stops serving your area, Medicare.gov says you have a guaranteed-issue right to buy Medigap Plan A, B, D, G, K or L (or C and F if you were eligible for Medicare before 2020) without medical underwriting, applying as early as 60 days before your coverage ends and no later than 63 days after — November 1, 2026 through March 4, 2027. Keep the non-renewal letter; the Medigap company will ask for it.
Is New Mexico Medicare Help connected to Blue Cross or Medicare?
No. New Mexico Medicare Help is a licensed independent insurance agency. We are not connected with or endorsed by Blue Cross and Blue Shield of New Mexico, Health Care Service Corporation, the U.S. government or the federal Medicare program, and we do not offer every plan available in your area. For information on all of your options, contact Medicare.gov or 1-800-MEDICARE.
