Las Cruces Medicare Advantage Plans for 2027: 10 Open to Anyone, Down From 18

Albuquerque's 2027 story is Presbyterian. In Las Cruces it is Blue Cross, a PPO shelf cut in half, and three companies left selling plans that anyone can join. Here is what CMS's 2027 file shows for Doña Ana County.

Doña Ana County in five lines

  • 10 plans a Las Cruces resident can join, down from 18. CMS lists 22 Medicare Advantage plans in Doña Ana County for 2027, but 12 of them are Special Needs Plans.
  • Three companies sell those 10. UnitedHealthcare has four, Devoted Health three and Humana three.
  • The plans that left are Blue Cross plans. Seven of the 9 general-enrollment plans missing from the 2027 list belong to Blue Cross and Blue Shield of New Mexico. Presbyterian's exit, the big story in Albuquerque, barely reaches Las Cruces.
  • The PPO shelf was cut in half. 15 PPOs in 2026, 7 in 2027. All three HMOs came back.
  • El Paso is a network question, not a list question. Several 2027 plans carry "EP" in their names. That does not by itself put an El Paso hospital in network.

Ten. That is how many 2027 Medicare Advantage plans a Las Cruces, Anthony, Hatch or Mesilla resident with Part A and Part B can sign up for, against 18 for 2026. The Doña Ana County rows in the CMS 2027 file run longer, 22 plans where there had been 30, yet 12 of those are Special Needs Plans that only someone with Medicaid or a qualifying chronic condition can enter. That half of the county list held steady. All of the shrinkage landed on the plans everybody else shops from. Our tally matched the two years' Doña Ana rows plan ID by plan ID, using the 2027 edition dated September 22, 2026.

Data: CMS Medicare Advantage and Part D Landscape files (2027 zip; 2026 zip). Employer group plans are not in these files, and CMS warns the figures can shift while contracts are finalized.

Which plans left Doña Ana County?

Blue Cross plans, mostly. Of the 18 general-enrollment plan IDs on the 2026 Doña Ana County list, 9 appear again for 2027 and 9 do not. Seven of those 9 belong to Blue Cross and Blue Shield of New Mexico, whose parent is Health Care Service Corporation. It had nine plans in the county this year and lists two for 2027, both Dual Eligible Special Needs Plans, so it has no plan here that a resident without Medicaid can join. The other two missing IDs are Humana's, and Humana still lists three general plans. One plan ID on the 2027 list is new.

So the Las Cruces version of 2027 is a Blue Cross story, not the Presbyterian one Albuquerque is living through. Presbyterian announced on June 2, 2026 that most of its Medicare Advantage plans would be discontinued, touching about 30,000 members around the state, but its standard plans were never sold in Doña Ana County. Here it offered only Presbyterian Dual Plus (HMO D-SNP), which carries over into 2027. The September 2026 CMS enrollment report puts 1,171 Doña Ana County residents in Dual Plus, and their plan continues.

A Blue Cross or Humana ID missing from the file is not yet proof your plan is gone, since a merger into another plan from the same company looks the same in a spreadsheet. The letter in your mailbox decides it, and if none has come, the number on the back of your card can tell you whether the plan runs in 2027. How the two letters differ is in Your 2027 Medicare ANOC letter; Blue Cross members statewide can start with Is my Blue Cross Medicare Advantage plan ending in New Mexico for 2027?

Data: Doña Ana rows of the 2026 and 2027 Landscape files; Dual Plus membership from CMS enrollment by contract, plan, state and county (Sept. 2026); letter types at Medicare.gov; Presbyterian's June 5, 2026 statement and the Albuquerque Journal report of the announcement.

Which three companies are still selling here?

UnitedHealth Group, Devoted Health and Humana. Count every company with any Doña Ana County row and you still get six, just as in 2026, yet only three of them offer something a Las Cruces retiree without Medicaid can buy. Health Care Service Corporation, Presbyterian and Molina remain in the county only through dual-eligible plans.

Grouped by the CMS "Parent Organization Name" field in the Doña Ana rows of the Landscape files. D-SNP plans serve people with Medicare and Medicaid; C-SNP plans serve people with a specific chronic condition.

Only Devoted Health added plans in Las Cruces, going from four to six; UnitedHealth Group stayed at eight. Treat the table as a headcount. What happened to the PPOs, premiums and caps?

Fewer than half the PPOs survived, and the ceiling on costs moved up. Every figure here comes from the open- enrollment plans alone and shows the spread across the Doña Ana list rather than any single plan's terms.

Built from the non-SNP Doña Ana rows of the 2026 and 2027 Landscape files. "Premium" is the combined Part C and D monthly amount (Part C alone for medical-only plans). "Middle plan" is the median of the list, unweighted by how many people are enrolled.

For a Blue Cross PPO member, moving to one of the three HMOs means living inside a network. Under an HMO, the Medicare & You 2027 handbook explains, you generally use the plan's own doctors and hospitals, while a PPO will pay toward an out-of-network provider who agrees to treat you, usually at a higher cost share. With seven PPOs still on the Las Cruces list, a PPO remains possible. There are just fewer to pick from.

Premiums look calm: 8 of the 10 list $0, and the Part B premium is owed regardless. The changes sit further down the bill. The middle plan's yearly cap went from $5,500 to $6,025, the top cap is $9,850, and no Doña Ana drug plan open to everyone skips the Part D deductible in 2027; they range from $240 to $700, and the file does not say which drug tiers they apply to. Some of that is federal, with the Part D out-of-pocket cap going to $2,400 next year. Across New Mexico, CMS counts 61 Medicare Advantage plans for 2027, down from 73.

Do these plans cover care in El Paso?

The list cannot tell you, and the plan names can mislead. Several of the 2027 Doña Ana County plans carry "EP" in their names because the organization files them for a service area that spans the state line. A shared service area means the plan is sold on both sides. It does not mean a given El Paso hospital or specialist is in network for a New Mexico member. Networks are set plan by plan and year by year.

If you cross into El Paso for a specialist, a hospital or a cancer center, check that provider by name before you enroll, and check it for the exact plan. Medicare.gov Plan Finder lets you add providers and shows whether each is in network for the plans you are comparing, and the provider's billing office can confirm it by plan name and plan ID. With fewer PPOs on the list, this check carries more weight than it did last year: in an HMO, out-of-network care is generally not covered except for emergency and urgent care. Who are the other 12 plans for?

Residents on Medicaid, or living with a condition a plan is approved for. Special Needs Plans make up more than half of the Doña Ana rows: 7 for people enrolled in both Medicare and Medicaid, and 5 that verify a chronic diagnosis before accepting you. The 2026 list had 12 as well. For a Las Cruces Medicaid member, this is where Blue Cross, Presbyterian and Molina still show up. More on that side of the list: Medicare and Medicaid in New Mexico: D-SNP guide for 2027.

One of the 10 has no drug coverage, and the handbook notes that joining a PPO without drug coverage bars you from adding a separate Medicare drug plan. A plan like that tends to suit people whose prescriptions are covered elsewhere, VA benefits for example; see Veterans and Medicare in New Mexico.

Data: Landscape files, 2026 and 2027; Special Needs Plan rules in the 2027 handbook.

Is the list the same in Alamogordo, Deming and Truth or Consequences?

No, and the neighboring lists are shorter still. The 2027 file lists 11 plans in Otero County (3 open to any resident), 18 in Luna County (7) and 17 in Sierra County (8), compared with 22 in Doña Ana County. In 2026 those counties had 16, 24 and 21. What counts is the county you sleep in. A Hatch or Anthony address puts you on the Doña Ana list even if your doctor practices in Deming, and a Deming address keeps you off it.

Up north, Bernalillo County has 36 plans for 2027, 21 of them open to anyone; that county's breakdown is in Medicare Advantage plans in Albuquerque for 2027.

Data: Otero, Luna, Sierra, Bernalillo and Doña Ana rows of the 2026 and 2027 Landscape files.

A Las Cruces to-do list before December 7, 2026

  1. Open the plan mail. A change notice means your plan continues; a non-renewal notice means it does not.
  2. Write down every provider, El Paso ones too, and every prescription. The CMS file holds neither.
  3. Run that list through each candidate plan. 2027 plans have been on Plan Finder since October 1, 2026; CMS set the 2027 Star Ratings for on or around October 8, 2026.
  4. Sign up from October 15, 2026 through December 7, 2026 so the new plan begins January 1, 2027. Current coverage lasts through December 31, 2026.

If your Blue Cross or Humana plan is not coming back, Original Medicare is also on the table, paired with one of New Mexico's 10 stand-alone Part D plans for 2027 ($5.30 to $151.10 a month) and, if you want one, a Medigap policy you can buy without health questions for a limited time; see Medigap guaranteed-issue rights in New Mexico for 2027. Missed December 7? Can I change my Medicare Advantage plan after December 7? covers what is still open. Our method is on the plan comparison page.
